The Syrian civil service is currently ineffective and unresponsive. It is plagued by paralysis and contradictory actions. A critical lack of strategic and policy functions prevents coherent planning. A fragmented identity among civil servants from diverse backgrounds—including long-standing officials, new entrants, and the diaspora—hinders the trust and collaboration needed to function effectively.
So how can a coherent strategy and policy function be created to enable effective action, even in a low-trust environment? What practical steps can forge a unified identity among groups with vastly different experiences? And what are the crucial lessons for leveraging new talent to bridge gaps and drive institutional reform?
