Summary

The liberation of Syria has opened up immense possibilities for reform of healthcare in Syria. At long last, we now have the ability and responsibility to transform the health system.

The fall of the Assad regime was the beginning of this journey. So far, progress has been very slow. The health system has seen little improvement on the ground, and no realistic direction for reform has been set out.

This is not the fault of any individual, but the result of the pressure and speed at which the transitional government has had to take over. Any new government now is going to be faced with overwhelming challenges, with no one offering concrete solutions.

That is why there is a need for intellectual work to develop and set out realistic policies and strategies that can transform the health system. There is a collective responsibility on all of us in the health sector to not just make demands, but to offer realistic options to decision-makers.

The purpose of this report is to encourage the sector to shift the conversation from broad demands and complaints to debating realistic proposals.
